2016 세계사회복지대회가 성공적으로 개최되었습니다. 이번 세계사회복지대회 폐막식에서는 IFSW Ruth Stark 회장이 IASSW, ICSW, IFSW의 3개 단체의 서울 선언문을 채택 발표하였으며, 한국의 사회복지사들을 위해 서울선언문 전문을 안내합니다. 이번 발표된 서울 선언문은 2018년 아일랜드에서 개최되는 세계사회복지대회까지 2년간 유효한 선언입니다.

IASSW, ICSW, IFSW의 서울 선언문
사회 정책, 사회복지, 사회복지 교육을 담당하고 있는 우리 세 협력기관들(IASSW, ICSW, IFSW)은 사회 정의와 포용적 세계와 지속가능한 발전이 지역사회 안에서 조화를 이루는 것을 증진시키기 위한 사회복지/사회발전에 대한 세계적 의제에 전념하고 있습니다.
우리는 3일전부터 두 번째 세계적 의제 보고서의 결과에 대해 의견을 공유하는 작업을 시작했습니다. 모든 인간에 대한 존경과 존엄이라는 우선적 주제는 초기 계획 단계부터 함께하는 사람들이 공동생산의 원칙에 입각하여 그들이 자신의 삶에 긍정적인 변화를 성취할 수 있도록 돕는 것이 중요하다고 강조 했습니다.
사회 정의는 미디어나 정치인들과 같은 외부로부터 그 기준이 결정되는 것이 아니라 사람/사람들이 중심이 되어 사회정의에 대한 요청이 이루어지고 이것이 실현될 때 비로소 구현되었다고 할 수 있습니다. 우리는 “우리는 과연 누구의 사회정의를 찾고 있는가?”에 대한 대답을 명확히 해야합니다.
우리는 인간이 최소한의 소득은 보장받고, 적절한 영양섭취가 이루어지며 괜찮은 수준의 주거가 보장될 때 (다시 말해 기본권이 보장될 때); 교육과 의료 보장이 모두에게 주어지고, 사회정책이 적절하고 안정적인 생활을 제공하는 것에 초점이 맞추어 질 때 인간의 존엄성이 실현되었다고 할 수 있습니다. 사회복지사/ 사회발전 현장 전문가/ 교육가로서 우리는 또한 성평등이 실현되고 돌봄 노동에 대한 불평등한 부담이 최소한으로 줄어들 때 비로소 인간의 존엄성이 실현되었다고 생각할 수 있을 것입니다.
이제, 세 번째의 세계적 의제로 옮겨가면서 더욱 정의롭고 포용적인 세계 구축이라는 또다른 주제를 추가하고자 합니다.
환경적 정의가 포함된 인간의 권리와 사회정의에 대한 개념이 이미 깊숙이 박혀 있는 우리 세 협력 기관은 사람과 지구는 모두 지속적인 성장을 위해 중요하다는 것을 인정합니다. 우리는 이해당사자로써 광의적 의미의 지역사회의 지속가능한 발전과 지구를 보호하는 차원에서 최근의 환경과 관련된 현상들에 대해 적절하게 대응해야 합니다.
사회복지/사회발전 이론과 모델들은 구조적 불의에 도전하고 인간의 사회경제적 권리를 옹호하며 이러한 사안들과 관련된 정책에 영향력을 행사하며, 다국적 기업과 정부들이 저탄고 전략을 채택하고 활용할 수 있게 하는 등의 노력을 통해 이러한 재난에 대응해야 할 필요가 있습니다. 또한, 인간 권리에 기반을 둔 정치적 의제와 사회.경제.환경적 정의에 기반을 둔 총체적 모델의 개발이 요구됩니다.
우리는 사회복지사들과, 교육가들, 그리고 사회발전 현장 전문가들이 환경과 인간사이의 조화를 증진시키도록 돕고, 지역사회가 인간과 지구 모두에게 지속가능한 미래를 보장할 수 있도록 하는 것이 세계적 협력관계를 유지하고 있는 우리 세 기관의 역할이라는 것을 인식합니다.
우리는 불평등의 증가, 회국인 혐오의 증가, 신자유주의가 이끄는 세계화 추세에서의 사회적 배제현상과 같은 문제들이 사람들로부터 희망을 앗아가고, 직장.주택.교육.의료까지 박탈하는 것에 대해 우려를 표시하는 바입니다. 이것은 인간의 권리, 존엄성, 가치에 대한 위협으로 간주될 수 있습니다.
우리는 모든 국가의 정부들이 우리와 함께 협력하여 인간의 기본권을 보장할 수 있도록 하는데 힘써주시기를 촉구합니다.

Seoul Declaration from IASSW, ICSW & IFSW
The three partner organisations dealing with social policy, social work and social work education are committed to the Global Agenda for Social Work and Social Development in promoting a just and inclusive world and a sustainable environment in harmony with communities.
We started our work together three days ago sharing the outcome of our second report of the Global Agenda. The priority theme of respect and dignity for all people highlighted that involving the people with whom we work in the initial planning phase using the principle of co-production is critical in helping people achieve positive change in their lives.
Social Justice is achieved when the person or people at the centre of that quest for social justice agree this has been achieved, not when the standard is imposed from outside by politicians, commissions or the media. We have to be clear in answering the question ‘whose social justice are we seeking?’
We believe that human dignity is upheld when people have at least the basic income, are well nourished and have decent housing; when education and medical care are available to all and when social policies focus on providing adequate and secure livelihoods. As social workers, social development practitioners and educators we believe that human dignity is upheld when gender equality becomes a reality and uneven burden on care giving on women and girls is as a minimum reduced.
As we move into the third pillar of the Global Agenda we add another theme to our portfolio of building a more just and inclusive world.
Embedded in human-rights and social justice, which includes environmental justice, the three organisations recognise that people and the planet are both important for sustainable development. As stakeholders we should respond to environmental impacts, in its widest definition in a manner that would promote sustainable communities and save our planet.
There is a need for social work and social development theories and models that respond to disasters by challenging structural injustices, advocating for peoples’ socio-economic rights, influencing policy that affect them, and holding multinational corporations and government accountable for adopting and implementing low-carbon strategies. It requires a political agenda within a human rights-based framework, and a holistic model which is rooted in social, economic and environmental justice.
We acknowledge the role of the global partnership of the three organisations in preparing social workers, their educators and social development practitioners for promoting harmony between the environment and communities to ensure a sustainable future for both humanity and planet earth.
We express concern about the rising inequalities, rising xenophobia and social exclusion across the world as globalization in its neoliberal guise deprives people of hope, decent paid employment, housing, education and health care services. This constitutes a violation of people's rights, dignity and worth.
We urge the governments of all countries to work with all of us to ensure that these basic human rights are met.
